No kidding.
While most of us in our most naive stage in life wanted to be a policeman, a doctor, a fire fighter, a teacher, a nurse, a banker, or even a bus driver (my dream), some of us had better ideas in mind.
What better ways to make it big than to be a corrupt official?
Why follow the rules when you can make up the rules?
Why work hard when you can open your palm and people will feed you money?
I agree with this kid, in some places on our planet, it's better to be corrupt.
